Apple TV activation fail

I am having trouble with the activation of the Apple TV. Is not a new device I bought it from a friend that has the new one. I have restored it and restart it also but it continues to give me the same difficulties. Like in the picture the activation is never done I try with WiFi and also Ethernet connection and tried to do it form the settings menu but it seems that the Apple TV doesn’t allow me to activate the hardware or sign in to iCloud or iTunes Store because is not activated. In the main menu I have only the two icons of settings and computers.

As it says “Setting date and time”, it may have trouble connecting to an NTP server. Verify that port 123 UDP is open for use by your network devices, and not blocked by the router. Verify that your router uses a good DNS (preferably from your ISP), that resolves the NTP domain names correctly. Verify that your location and time zone are set correctly on the Apple TV. Do not use a VPN with foreign gateways.
