Lost iCloud email account

I think I inadvertently deleted my iCloud email account and I try to switch it back on using my original iCloud ID, the prompt tells me “ID ALREADY USED“ so try try a new ID and prompt then tells “PROBLEM SWITCHING ON MAIL“
