I have an iPad 3. It only allows to update to 9.3.5. I followed all the procedures in the forums, reinstalled the ipad many times, to update to 9.3.6 but it does not go beyond 9.3.5.
What other things can I try?

A WiFi only model (as opposed to WiFi + Cellular) can only be upgraded to iOS 9.3.5.

You are correct, it is only for the cellular version.
