Cannot update iPad 3 to 9.3.6

I have an iPad 3. It only allows to update to 9.3.5. I followed all the procedures in the forums, reinstalled the ipad many times, to update to 9.3.6 but it does not go beyond 9.3.5.

What other things can I try?
