My Apple ID account shows one balance and my iTunes account shows a different balance. Do I have a combined balance of both of them added together? My iCloud storage charges seem to be paid from the Apple ID account. If this amount goes to zero, will the charges then come out of the iTunes balance?

So do you have two AppleIDs? One for iTunes and one for iCloud?
Where are you seeing this? Where are you signed in with your Apple ID when it shows a different balance? Do you have a different Apple ID that you use for iTunes?
