How to screen mirror between 2 iPad 7

Having trouble screen mirroring between 2 iPad 7th generation iPad's. They both are connected to same WiFi, have bluetooth on and when we pull the top of screen down and click screen mirror, it just shows the loading symbol but nothing ever appears to "select".

Screen Mirroring I have an iphone 8plus that I would like to use screen mirroring to my new ipad. When I hit the mirroring in the control panel on my iphone, the ipad does not show up as available devices. It just continuously has a spinning icon. Both devices are connected to the same wifi, both are synced through the same apple account, both are up to date and running iOs 13. What am I doing wrong??? To say I am frustrated is an understatement. Any help would be greatly appreciated. Thank you!

That's not a feature of iOS.
