Apple Pay missin in settings

Hi there,

I cannot use Apple Pay even tough I am in a region with apple pay option. Apple may is not present in settings. When I try to add my revolut card or bank card it rejects it.

My phone is Iphone Xs Max and it was bought in Turkey. Since I moved to Poland I have changed the region and tried to set up apple pay but still missing in the settings.

Do I need to reset my phone?
