I want change my Apple ID region but I couldn’t change due to store balance cents Help me to change region I did try many way but I couldn’t try to contact Apple support also but I couldn’t

Buy something more expensive and pay the balance with a credit card or contact iTunes Support and ask them to zero balance your account.
