My updating keep requesting. It won’t turn off or update my phone.
iPhone XR, iOS 12
Cancel the pending update, restart the device and try again.

You must have 50% battery and use a Wi-Fi connection for updates.
It’s still not stopping. I even turned my phone off and back on.
I know that. But it hasn’t updated and it still saying update requesting
How do you cancel it?
Remove the check mark that enables it.
