Does it also send an Apple ID Verification Code for two-factor authentication to your “trusted device” (e.g. iPhone)? If so, that code will have to be entered as well. If the code is omitted or if it takes too long to enter, then the Apple TV might react by asking the same sign-in again.
Type your password followed by the six-digit verification code directly into the password field. To avoid going over the time limit, first enter the password (do not submit yet), then manually request a new verification code, then add that to the password in the same field, then finally submit.
