I bought my iPad second hand off an internet site. I've since been locked out and I'm getting a message to contact the original owner which unfortunately I'm unable to do. Is there any way that I can get it unlocked?

Unfortunately, unless you can contact the previous owner, no, there is nothing you can do. Can you contact the Internet site for assistance? If yes, ask for a refund. If not, then you are just out of luck and have a paperweight that looks a lot like an iPad. You will not be able to activate it without the original owner removing Activation Lock. It is useless to you.
