My Ipad mini first generation always asks me to type password of the apple id previously logged in to it when I want to download messenger or other apps from app store and I don't know the password of that apple id. My current apple id is different please help me I can't download messenger or other apps that was previously installed under the other apple id that I don't know the password since I deleted some of them and I want those apps back

Basically, If an apps are purchased/downloaded using one Apple ID, then you can't update them with another Apple ID. The apps are inextricably linked to the first Apple ID. You'll have to delete it and repurchase/download them again with the second Apple ID.
i just saw right now that I am actually still signed in to the past apple id only my icloud is on my present apple id im sorry my wrong, but if i change the apple id will app store allow me to install apps and not ask me for the password of my past apple id?
Is the problem you are talking about what I described above or are you seeing activation lock. If the second, did you acquire your device second hand? If the problem as I described above, then I have given you the solution already.
