No. Transfers between cards are considered cash advances by the card issuers, and carry a heavy fee, so you don’t want to do that. You would have to do it on the card issuer’s site. Sometimes card issuers have “balance transfer” offers, but again, that is from the issuer’s website or customer service phone call.
