My phone is broken but hooked up through my iPad. How can I restore the backup on my phone before getting a new one?

Do you have a computer in which you can connect the iPhone to in order to restore the backup?

Well, if the device is broken, why do you wish to restore from a backup? Did you mean you wish to make/create a backup?
