So apparently I can't save any of my important files on my phone due to this error. I'm running iOS 13.4.1 on an iPhone 6s.

EDIT: Even if I use something like Google Drive or iCloud it still says Operation not permitted.

Ok. So it turns out I solved my own problem. I had to update my phone and then restart it.
