i made a new apple id. But now i lost all my contacts how do i get them back?

It sounds like you have a new Apple ID, however your do not have your contacts. Contacts can be saved on the iCloud, the device or with an internet account. It sounds like your contacts were with a previous Apple ID. You can sign in to the Apple ID to retrieve any important contacts and type them into the new Apple ID. Otherwise you can sign into the other Apple ID for contacts the same way as any other email accounts. Check out this article for instructions.
