I can not download or update my apps

What happens when you try? Error message(s)? Your screen shot shows you haven't added a payment method to your account. Have you tried adding one?
Log into your account in the App Store/iTunes and you should be able to change/verify it there. Or you can click the blue Edit payment methods in the article below. When signed in and the page loads, you will be on the credit card page. After updating that, click the Go Back button at the lower left and you will be on the address page.

A request for another Apple ID password is often caused by updates to apps/purchases that were made when using the other ID. Those purchases are tied to the other ID and can't be transferred. One option is to delete the apps/purchases made by the other ID and download them using the new ID if desired. If necessary, check your purchases history to see which apps/purchases weren’t made by the current ID.
Or you can try to set up Family Sharing between the IDs to keep access to your purchases.
It keeps showing me this , and my account for apple is ***1, ***2 is not me , that account is my older sister form along time ago now this ipad is mine, but this iPad keeps asking me to lock-in that account, i can not update or download a new app from appstore :(
