Pictures in Text Messages

I am unable to send or receive pictures via text or iMessage. How do I fix this?

iPhone 11, iOS 13

You might want to restart your device. In case you don’t know how for an iPhone, you hold down the power button till the screen changes and it telling you to slide to power off
