That can be an indication of insufficient context provided for the question.

So to confirm, you’ve rebooted your iPhone, and the iCloud backup is still not starting?
Does a local backup to a Mac or Windows system work?
Do you have sufficient storage available in iCloud?
Maybe log out of iCloud in the iPhone, reboot the iPhone, log into iCloud, and try again?
