I have been facing problems recently when trying to settle my bills on Safari or on third party vendor apps using my credit card. It seems the payment processing is declined because “the cookies on my browser are not turned on” although I have confirmed that the “Block all Cookies” option on Safari was turned off.

Force Close Safari
Re-Open Safari and try again.
Because I am not aware the time when the Block Cookies was turned off. Before start of payment of after start of payment. Some websites needs cookies to be enabled before you log into the server.

The cookies were enabled all along and I tried force closing Safari and processing the payment again but it didn’t work.
Do you have "Private Browsing" enabled?

You may want to contact the payment processor to see what's changed from when it worked.
