I want to type romaji (alphabets) on regular English keyboard, and change it to Japanese characters.
I added English(Japanese) keyboard to my ipad. To write email I switched to English(japanese) keyboard, but I cannot figure out how to ‘henkan’ change to Japanese characters.

That's the wrong keyboard for what you want to do. "English (Japanese)" is really just a version of English. Go to settings > general > keyboard > keyboards > add new keyboard and add a Japanese keyboard. Chose Romaji (not Kana).
