Account Apple ID blocked

Account Apple ID was blocked, I don‘t know why. I can‘t download any app even it is free of charge. I can‘t download my card details. What can I do? I changed the apple password, it didn‘t help

Did you go here - If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

and here - If your Apple ID is locked or disabled - Apple Support
