is iPad mini2 eligible for iOS 13 upgrade? Am looking mainly for safari browse 12.4 . My current safari browser version is 12.1..pls comment.

iPad mini, iOS 12
The iPad mini 2 does not support iOS 13. You can go to the area where you check for updates and your iPad is going to show the version it has and let you know if it’s available to update. However, it will not support iOS 13
iPad mini2 can only be updated to iOS 12.4.7 - this being the final supported version for mini2.
Update support for the first generation iPad Air and the second generation iPad mini (the mini2) formally ended in September 2019. Neither can be updated to iPadOS13 as they lack the minimum technical requirements to support the newest version
That is not accurate. The iPad Mini 2 and 3 and iPad Air are still receiving updates. While unable to update to iOS 13, they still received iOS 12.4.7 a few weeks ago.
Apple is still supporting them with security fixes to iOS 12. So technically Update support has not ended.

Whilst there have been security “point” updates, to address significant security issues, no feature updates have been (or will be) released.
None of this changes the fundamental limitation that update to iPadOS13 is not possible.
Apple in no way shape or form announces official or formal end of software update support for any device. Never has in the 13 years its been making iOS devices.
Yes, it cannot update to iOS 13, but that does not in any way imply official software update support has ended. It just means it cannot update to iOS 13.
Apple could at anytime choose provide an iOS 12 update with a new feature for any reason which would constitute a new software update, and continuing software update support for those devices. In fact they have been known to provide support for other devices after the main release of a new point update has happened. They did so back with iOS 6 when tghe released a cut down version of iOS 6 for iPhone 3GS after the general release, and they recently did so with watchOS 6 for Series 1 and 2 Apple watches which was released a couple months after it was released for series 3, 4 and 5. So its still possible though admittedly unlikely for them to decide to release iOS 13 for those devices in a cut down version.
When and if Apple announces such an end, then it can be said that it ended "formally" or officially.
At this time Apple is still providing software updates even if they are just security fixes for devices that cannot run iOS 12. This still constitutes continuing software update support for said devices.
