I phone 8 connects via Bluetooth to my vehicle radio. when plugged in to usb, it wont play music and loses connection

The phone is probably trying to use the car’s USB connection. Check the car manual and see if there is a configuration setting to use USB instead of Bluetooth.

Pair While Transmission is in Park:
This may be circumstantial. So, try the USB connection while the transmission in in Park. While your transmission is in drive, etc., it may not connect. That is the case be for safety circumstances.
