I have tried the fix of creating a new photos library and then re checking my original library to 'use as system photo library' but it is still not working.
I am using an imac Catalina 10.15.5 (update installed yesterday)
Normally 'photos' shows up in the 'libraries' list under project media side bar in imovie.
It has disappeared.

Hardly anybody would think to look in the Security and Privacy system preferences for an iMovie-Photos issue, much less the Automation side bar item. So, you need not "feel like an idiot".

Check to make sure that Photos is enabled for iMovie. Go to System Preferences>Security and Privacy>Privacy>Automation and put a check next to iMovie - Photos.
