I imported all photos from my iPhone to Macbook Photos. Then, I sync all Photos to iCloud.
Can I delete the Photo Library from Mac while still keeping all backup in iCloud?
How to do the future backup to iCloud without sync all back to Photos in Mac or iPhone?

iCloud Photos is a syncing service. Any photo you delete from a device where iCloud Photos is turned on will also be deleted from iCloud and from any other device connected to iCloud Photos. You can potentially reduce the storage space required on a device by turning on Optimize Storage. See: https://support.apple.com/en-us/HT204264
Apple does not currently offer cloud-only storage for photos. If that is what you want or need, you may want to explore 3rd party options such as Google Photos or Dropbox.

Note that photos will no longer sync from your other devices to the Mac and if you ever turn it on again in the Mac everything in iCloud will sync back to it and the Mac will sync to iCloud.
Could I just copy the Photo Library to external storage, delete it from Mac, then turn off the iCloud sync from Mac?
Hence, Photos will empty again.
