Why does iPhone X ring loud on first ring then goes almost silent. Volume button then becomes unresponsive

iPhone 11 sound low on high my iPhone 11 max plus has sound issues. It appears that the sound is all the way up but sounds low. When I press the volume up button, it appears like there are a few more bars to turn up but it doesn’t get any louder. To try a resolve, I have made sure the silent button is off or pushed forward towards display, I’m settings slid the bar back and forth a few times, made sure the ring sounds were selected, and checked the focus settings. Please help!

Iphone 13 mini gives one loaud ring then goes very low volume when iphone rang, very hard to hear. Iphone 13 mini ringing volume very low. Have tried turning silent mode off, ring vol up to max, pone rebooted, etc
