How can I locate my photos from i cloud? I was told my storage is full and I can renew through my I phone 7

Have you tried using the web browser version of the app?
You can log into your iCloud Photos account on any web browser at: https://www.icloud.com/photos/
Near the upper righthand portion, in the menu bar are tools for uploading/downloading and deleting photos. If you need to clear off room from you iCloud storage, you could download and delete after. Otherwise, you purchase an upgraded storage plan for more space in iCloud.
