You cannot do this yourself: your father would have to go to https://iforgot.apple.com to reset the password: unless the reason you are trying to access the account is because he has died, in which case the situation is quite different: please see How to request access to a deceased family member's Apple accounts - Apple Support - note that you will need to get a court order.
