Apple Music app

I am unable to download this app onto my I Phone 7. In the music store when I tap on the app the word "open" appears, I tap this and get "Restrictions Enabled" Certain apps, features.or services can't be seen or used when Restrictions are on, to use the app, turn Restrictions off.

The restrictions on my phone are turned OFF.
