Incorrect Apple id
My watch keeps saying “this Apple ID cannot be used to unlock this Apple Watch”. What does that mean?

It's locked to a different Apple ID. You need to sign in with that one, or contact the person who can, or supply Apple with its original purchase receipt.
If it's not accepting the Apple ID it's locked to, supply Apple with its original purchase receipt.
