My iPhone is missing the option to "Always" share my location on apps

My iPhone does not have the option to "always" allow my location to be used by an app (such as my weather app), how do I change this?

When I go to Location Sharing, I only see the options to "allow while using app", "never allow", or "ask each time app is opened" and when I select that last option, it still just offers these three option, it doesn't have the option to "always" share and I'm unable to get the weather to be displayed on my lock screen
