No, unfortunately text messages are not available on the https://www.icloud.com website. And I don't know of an easy way to print messages off of an iPhone aside from taking lots of screenshots. There might be some third party app you can pay for, but I have no experience with any of those, so I can't give a recommendation.

If you have a computer running macOS though, there is an easy way to print off your entire message history from there. Open up the Messages app, chose your conversation. Go to File tab in the menu bar and click print. You can save to PDF or print directly to your printer. Hope that helps.
