My payment card expired and I am trying to update they payment method. Every time I push “Payment and Shipping” under my Apple ID, it brings up a message saying “We’ve run into a problem. Please try again later”. I am current on updates. Any advice?

Are you going to Settings>iTunes & App Store>Your Apple ID>View Apple ID>Manage Payments? If that’s what you are doing and it fails, restart your phone and try again.
Can you successfully log in to Manage your Apple ID with the ID that you are trying to make the payment updates? If so, then try contacting Apple Support directly by using the Contact Support link in the upper right-hand side of this website.
It’s not being declined. I can’t even get to a screen to input payment method.
