You need to be signed in to change the number. See if you can get an email option. Enter the Apple (iCloud) ID and click Forgot Password.
If you can then log in, you need to change the number on your Apple ID. After the change, allow up to 24 hours for the change to sync. Before trying to make the change, sign out of Messages/FaceTime.
