iOS keeps asking for permission to activate facetime/imessage even thou facetime is uninstalled and imessage is disabled

I disabled (knowingly optet out) imessage in the settings app. Not because I am changing my mobile but because I do not want to use this service.

From time to time iOS asks for permission to send an activation sms to activate facetime/imessage. I always deny this but it keeps asking me this every cuple of days.

This is unacceptable.

Where is the "definite" opt out for imessage?

I see the message on the right (only Facetime). Here I click on "Cancel"


well, iMessage was never activated on this device. So disabling it is not an option since it is already disabled.

(Go to Settings > Messages and turn off iMessage is already off)

prior to uninstalling FaceTime i checked if the Setting in Settings > FaceTime is off. Now obviosly this setting is missing since facetime is not installed anymore.

The phone was rebooted at least on every iOS update.
