iPad won’t let me download procreate

I just bought the 7th gen IPad for animation. I did research before hand and I found that procreate was compatible with any iPad. When I tried to download it, my iPad says that it requires OS13.2. I went to do some updates to try to fix this, but there were no updates available. What’s going on?
