iPhone 8 plus poor volume on ATT network

I own an Apple iPhone 8 plus running software 13.4.1 recently the volume level is unstable. Starts OK then becomes very low. The volume botton is all the way up to highest level. Not sure if this is an ATT or the Apple phone issue. Help !
