Can I retrieve permanently deleted videos?

I permanently deleted over 1,000 videos from my iCloud when trying to transfer data from an old phone to a new one. I initially managed to stop the deletion at 983 videos but I’ve just logged onto my phots on my Mac and now there are only 521 videos! I really don’t want more to delete & would be forever grateful if I could retrieve any at all! The videos are saved over 9 years and record many Family events and holidays. To say I’m devastated is an understatement. Any Help with this ASAP would be amazing as I fear that the remaining 541 will delete if I don’t do something now. Massive thanks in advance!!!
