I understand you are unable to create a new Apple ID during the setup portion of your new iMac Pro. I'm very sorry this is happening and am happy to help! Take a look at this resource:
This will have instructions to create an Apple ID on different apple devices you may already have. If you do not have another apple device to create an Apple ID, you might need to skip creating one during the setup process, and try to create it once you are at your desktop.
