I am having issues linking to a second hand purchased Apple Watch because the previous owners account is still linked to the watch, the problem is I have no way of contacting the previous owner AT ALL..is there a way of unlinking the previous owners account without them being around??

This is not applicable. Activation Lock cannot be bypassed by any means: resetting the phone will have absolutely no effect.

No this is not possible,without the previous owners apple id the watch is of no use to you it is activation locked;
To erase the watcht the OP still needs the apple id that set the watch up originally.
