What do I do if I bought an iPhone that’s locked. Can’t I use the imei or serial number to unlock it

If you can't find the owner to have them remove the phone from their account, the phone is worthless. Apple won't unlock the phone without a copy of the original, purchase receipt with the serial number on it.
