On my MacBook Pro (macOS Mojave), sometimes (not always), strange fonts appear, only on the YouTube page. It is the same in all browsers (Safari, Firefox). I don't have any duplicated fonts (in the Font Book). I couldn't find the reason for that. The attached picture shown that problem.
Try clearing all font cache data from the system.
Close all running applications. From an administrator account, open the Terminal app and enter the following command. You can also copy/paste it from here into the Terminal window:
sudo atsutil databases -remove
This removes all font cache files. Both for the system and the current logged in user. After running the command, close Terminal and immediately restart your Mac.
The moment you choose to restart, hold down the Shift key. Keep holding the key until the Mac asks you to login to your account. Once at the Safe Mode desktop, restart again normally.
This resets/removes Font Book's hidden database files and resets its preferences.
If after this the problem persists, you have a bad font activated that is conflicting with what's supposed to be showing.
Yes I have checked language and location. But it is very strange. When I delete history in the browser, then everything for a while is OK. Then suddenly (more apps are open) after some times, this appear.
Oh! Duh!!! Missed that YouTube was the only place you were seeing this. I thought it was just an example of a problem you're seeing everywhere.
In that case, I think Sharhari is on the right track. YouTube is not remembering, or holding your language preferences.
Any chance you have accidentally installed a junk Sinhala font (one which replaces normal latin letters with Sinhala script characters) ? That's what it kind of looks like...
