iPhone will not back up to the Cloud

I have searched the forum and tried all of the suggestions, but my iPhone will not back up to the cloud. I have photos enabled . . . . I have disabled photos, then shut down, then re-enabled (per one post) and still no luck. I have the 200G plan and have just 24 used. The iPhone will also not back up to the cloud.

I have iCloud backup set to "on"

I have iClloud Drive swiped to "green"

Within iCloud,

I have iCloud Photos swiped to green

I have Optimize iPhone Storage checked

I have Upload to My photo Stream selected.

I have even done a reset on my phone.

Any help would be appreciated.
