Setting up Family Sharing on a device tells me that the icloud storage of 5GB does not fit into the 178GB available.

I am trying to set up icloud family sharing on a device and get an error message that there is not enough space to fit into the plan. the current Icloud is 5GB and the available space on the monthly subscription is 178GB.
