Of course you can download Mojave while you are on High Sierra.

Open your Safari browser (Firefox will not work) and click on this link.

How to upgrade to macOS Mojave - Apple Support

Check in Section 1 if your mac can upgrade to Mojave

Go to Section 4 and click on Get macOS High Sierra.

This will redirect you to the App Store High Sierra download page.

It should say Get or Download.

If it says Open then the App store is detecting a copy of Install macOS Mojave.app

somewhere on your mac. First place to check is your Applications folder.

If you find the Install macOS Mojave.app move it to your Trash, empty the Trash.

Connect your mac to your router via cable. Restart your mac, click on the link

again, the App Store High Sierra should now say Get or Download.

Make a full backup of your mac before upgrading.

Check that third party apps you use have updates available for the new OS.

Check that your printers/ scanners etc have updated drivers and software available for the new OS.
