iPad keyboard bug

On iPad virtual keyboard there are two buttons with extra punctuation characters of exclamation (!) and question (?) marks. Those marks are displayed but they are not functional. Whatever I tried (press, hold or slide) I wasn't able to get (print) "?" or "!" with these buttons. Only comma (,) and point (.) are printed. Is this a bug? Is there a way to fix it and hide these not functional marks?

This is very unintuitive behavior for virtual keyboard. It should be fixed. Besides my primary language is russian and in this case when "!" and "?" marks are displayed there is no Shift key available.

Also I cannot be sure which mark is functional (active) at the current layout – exclamation and question marks or comma and point. These keys look same way all the time. It is very confusing.
