Cannot turn off screen time
No idea what passcode is for screen time.. I never set one and can’t clear my phone because of that

The passcode didn't set itself. You or someone with physical access to the phone set it.
You will either have to re-set it following the instructions here: If you forgot your Screen Time passcode
Or, if you can't do that, you'll have to put the device into recovery mode and restore iOS, then set it up as a new device.
