Setting up new iPhone

Just purchased a new iPhone 6s. After opening I selected the language, country, and WiFi. Then it says activation error and will not let me continue. The message says activation could not be complete please restore the phone and install the latest version of iOS and attempt the activation again. If the problem consist contact customer support
