Family sharing with members not in same home

I have enabled family sharing with my sister but she is not able to accept the request (she doesn't live with me). do all members need to be in same location?

No, there is no restriction regarding the "same location." Refer to: Set up Family Sharing - Apple Support for other possible reasons.

You don't have to live in the same location, but all family members have to be using the same regions App Store/iTunes. If you are using the US store, she has to be using the US store.
