if i upload photos to icloud and delete on iphone will they delete on icloud

My Iphone storage is full because of photos. If I back up photos on my icloud, and delete off my phone, will they get deleted on icloud?

Yes, if you delete on the device, it will also be deleted on iCloud as that is how iCloud works and was designed.
